Howard Lynch Named Chief Technical Director, Policy, Planning and Development

The Permanent Secetary, Dunstan E. Bryan is pleased to announce Mr. Howard Lynch as Chief Technical Director, Policy, Planning and Development with effect from April 1, 2022. Under the direction and leadership of the Permanent Secretary, the Chief Technical Director is responsible for providing high level, strategic advice to the Minister of Health and Wellness, Permanent Secretary, and other Senior Executives, to inform the policy decision making processes; planning and prioritisation; development; and implementation and evaluation of policy initiatives to optimize alignment with Government of Jamaica's strategic policy objectives.
The CTD leads the development, implementation and evaluation of strategic public policy frameworks to optimize the impact and outcome of these policies within the Ministry of Health and Wellness and its agencies and departments. Additionally, the CTD superintends the overall leadership, co-ordination, monitoring and evaluation of the Strategic Operational and Health Planning processes, as well as the conceptualization of Health informatics protocols to aid the viability and sustainability of the subjects/sectors.
